Short answer: Sea Pines is a gated community at the south end of Hilton Head Island with homes, villas and lots, about 4 miles of beach access and 32 beach paths and boardwalks maintained by Sea Pines Community Services Associates (CSA). Membership in CSA comes with ownership, and the 2026 assessment is $2,065 for an improved lot and $1,233 for an unimproved lot. Owners get vehicle decals at no charge; visitors pay $10 a day at the gate. Owners who rent pay CSA a yearly rental registration fee of $300 to $1,000 by bedroom count, on top of the Town's short-term rental permit.

- Town rules still apply: rentals under 30 days need a Town of Hilton Head Island short-term rental permit, $150 per bedroom per year.
Who runs Sea Pines, and is it the same as the resort?
No. Sea Pines Community Services Associates runs the gates, roads, trails, drainage and common land, and it collects the annual assessment from every owner. The Sea Pines Resort is a separate company that owns the golf courses, the Inn and Club at Harbour Town and other resort businesses. The resort says plainly that it does not operate the gate and that CSA is not affiliated with it.
That split matters when you read a listing. Your CSA assessment pays for community services, not for golf or club access. Those are bought separately from the resort or from Sea Pines Country Club, a private club with its own membership. Neither is required to own a home in Sea Pines.
What does the CSA assessment cost in 2026?
The 2026 assessment is $2,065 for a lot with a house or villa on it and $1,233 for a vacant lot, approved by the CSA board in November and due January 16, 2026. About a third of each bill ($708 improved, $424 unimproved) is labeled the critical infrastructure portion of the assessment. CSA's 2021 annual report lists what it looks after beyond roads and trails: 2,250 catch basins, 36 miles of drainage pipe and 185 acres of lagoons, canals, ponds and lakes.
Many villas also belong to a separate regime (a condominium or horizontal property association) with its own dues for the building, roof, insurance and grounds. Two villas with the same CSA bill can have very different regime fees, so ask for the regime budget along with the CSA statement.
Does Sea Pines charge a fee at closing? CSA's published pages list no transfer or capital contribution fee, and we could not confirm one from an official source. Treat that as unconfirmed and check the resale documents and the closing attorney's statement for the specific property. Our community transfer fee guide explains what to ask for.
How do the gates and passes work?
Everyone needs a decal or a pass. There are two main gates, Greenwood Gate (at Greenwood Drive) and Ocean Gate, and visitors without a reserved pass can buy one there from 7 a.m. to 11 p.m.
- Owners: CSA issues decals for owners' personal vehicles at no charge, up to 4 per single-family ownership and up to 8 with written approval. Owner decals allow entry at either main gate 24 hours a day and are replaced every two to three years rather than renewed annually. Properties owned by a corporation are limited to 4 owner decals for designated officers or owners.
- Owners' guests: owners and household members can request guest passes without charge, by phone (843-671-7277) or through the CSA360 portal, for up to 30 days at a time. Guests pick them up at the drive-through window behind the Welcome Center at 32 Greenwood Drive.
- Renters: short-term renters (under six months) aren't entitled to free passes. The weekly short-term rental pass is $20 per vehicle. Long-term renters with a lease of six months or more can buy decals at $25 per vehicle ($13 after July 1), up to four.
- Relatives and others: a relative decal is $6 a year with the owner's written permission. Hilton Head Island property owners who live outside Sea Pines can buy a leisure decal for $75; residents of Beaufort, Jasper and Chatham counties pay $125 (2026 rates).
Unpaid assessments suspend an owner's guest pass privileges until the balance is paid, under the gate policy. Daily visitors not staying in Sea Pines can't ride in on a bicycle, and decals can't be used to enter on a bike.
What needs architectural review?
Most exterior work does. The Sea Pines Architectural Review Board (SPARB) reviews new homes, additions, pools, docks, fences, tree removal, repainting and re-roofing, and its fees must be paid before review. From the schedule revised May 29, 2025:
| Project | ARB fee |
|---|---|
| New home, conceptual review | $1,000 |
| New home under 2,000 sq ft, preliminary and final | $2,000, plus a per-100-sq-ft charge above 2,000 sq ft |
| Addition under 500 sq ft | $700 |
| Pool | $700 |
| Each variance requested | $1,000 |
| Re-roof or repaint | $25 |
| Tree removal request | $50 |
Escrow deposits are separate and listed on SPARB's escrow schedule. If you're buying a lot or a house you plan to renovate, read the guidelines before you set a budget.
Can you rent a Sea Pines home or villa?
Yes, but CSA charges for it. Any owner who rents, long-term or short-term, at any point in the calendar year pays the rental registration fee: $300 for 1 to 2 bedrooms, $700 for 3 to 4 and $1,000 for 5 or more, based on advertised bedrooms and not on how many weeks the property rents. The 2026 invoices went out May 18 with payment due June 30. The fee isn't refundable or prorated, and it doesn't carry over to a buyer. Late payment can lead to a lien and suspension of guest and rental passes.
The Town's short-term rental permit applies separately to stays under 30 days, and individual villa regimes may have their own leasing rules.
How we help
We send Sea Pines listings that match what you're after, request the CSA and any regime resale documents early, and pull the flood zone and any elevation certificate on file with the Town. If you plan to rent, we lay out the CSA registration fee, the Town permit and the regime's rules before you write an offer.
What about the beach and flood risk?
Owners reach the beach along CSA's 32 access paths and boardwalks. Tower Beach is an owner amenity, and the resort's Beach Club parking is reserved for resort guests and owners at set hours in season.
Much of Sea Pines is low, and flood zones vary lot by lot. During Hurricane Matthew in 2016, the National Weather Service found storm surge reached the Harbour Town Golf Course. Look up the exact parcel with the Town's flood hazard search or FEMA's map service, and request the elevation certificate (the Town has copies of those filed since 1983). See is Hilton Head in a flood zone and elevation certificates.
Questions
How much is a Sea Pines gate pass?
A daily visitor pass is $10 per car as of March 1, 2026, and a weekly visitor pass is $30, sold at the Greenwood and Ocean gates. Short-term renters pay $20 for a weekly rental pass. Owners' own decals and owners' guest passes have no charge, and card payments carry a 3.95% convenience fee.
Do you have to join a club to own in Sea Pines?
No. The only required membership is in Sea Pines Community Services Associates, which comes with ownership. Golf, tennis and club memberships are sold separately by The Sea Pines Resort and by Sea Pines Country Club.
Does Sea Pines charge a transfer fee?
CSA's official site doesn't publish one, and we couldn't confirm one from any official source. Local websites disagree, so rely on the resale documents and the closing statement for the specific property. The Town of Hilton Head Island's 0.25% transfer fee applies either way.
