Short answer: Hilton Head Plantation is a gated community of about 4,300 homes on roughly 4,000 acres at the north end of Hilton Head Island, bordered by Port Royal Sound and Skull Creek. The 2026 POA assessment is $1,404 for a home if paid by cash or check by January 31. Buyers pay a one-time Capital Improvement Fee capped by the POA's declaration, leases must run at least six months, and the community's beach is Pine Island on Port Royal Sound, not the Atlantic.
Key facts
- Size: about 4,300 homes on about 4,000 acres, with about 72 miles of roads and 10 miles of leisure paths (HHP POA FAQ).
- Gates: the Main and Cypress gates are staffed around the clock; the Visitor Gate runs 7:30 a.m. to 7:30 p.m. (HHP Security 101). The POA counts about 12,000 vehicles through the gates a day.
- 2026 assessment: $1,404 for an improved lot and $842 for an unimproved lot, paid by cash or check by January 31, 2026; $1,432 and $859 by card or online. A 15% late fee applies after January 31 (HHP POA).
- Transfer fee: a Capital Improvement Fee paid by the buyer within seven days of closing. Its cap started at 0.25% of the highest 2006 lot sale and rises each year by 4% or CPI, whichever is greater (Amended Declaration, Article V, Section 11).
- Leasing: six months minimum unless the board approves in writing; short-term leasing is prohibited (HHP Rules and Regulations, amended December 3, 2024).
- Beach: Pine Island, a private beach on Port Royal Sound reached by boardwalk from the Dolphin Head Recreation Area. No lifeguards (HHP POA beach rules, March 2026).
- Flood zones: in our check of about 3,500 improved parcels, roughly 83% are in Zone X, 9% in shaded X and 8% in Zone AE, mostly with a 9-foot base flood elevation (Town of Hilton Head Island FEMA 2021 flood zone layer).
Where is Hilton Head Plantation?
It covers most of the island's north end, between US 278 and the water. Port Royal Sound runs along its northern edge and Skull Creek, part of the Intracoastal Waterway, along its west side. It's inside the Town of Hilton Head Island, so Town rules and the Town's 0.25% real estate transfer fee apply.
By road, the POA Service Center at 7 Surrey Lane is about 3 miles from the US 278 bridges, about 6 miles from Hilton Head Island Airport, and about 9 miles from Coligny Circle on the south end (our measurements on OpenStreetMap road data; times vary with traffic and the gate you use).
How do you get through the gate?
Owners register their vehicles for HHP decals at the POA Service Center and get a PIN for ordering guest passes. Bring the vehicle registration, proof of insurance and a driver's license. Guest passes are ordered by name through the GateAccess.net site or the ABDI app; the rules say requests to "let all in" won't be accepted.
Contractors and delivery drivers without a decal buy a pass. The 2026 business rates, effective December 15, 2025, are $18 a day, $80 a month or $260 a year for a car, van or pickup, with higher rates for larger trucks. Realtors need an HHP realtor decal, and open houses need a gate pass approved by the POA a week ahead.
One detail buyers ask about: the rules say vehicles with a Sea Pines property owner's decal are normally admitted too.
What does the POA charge, and what's the transfer fee?
The annual assessment is the main recurring cost, and it's billed in early January. For 2026 it's $1,404 for a home paid by cash or check by January 31. Neighborhoods inside the plantation that have their own regime or sub-association may add their own dues, so check the resale documents for the specific address.
At closing, the buyer owes the Capital Improvement Fee. The Amended Declaration lets the board set the amount, possibly on a sliding scale by price, but never above a Maximum Sum. That cap started in 2007 as 0.25% of the highest residential lot sale in 2006 and rises each year by 4% or the CPI, whichever is greater. The money goes to a segregated account for capital projects, beautification and natural areas, not day-to-day operations. The POA doesn't publish the current dollar cap on its public pages, so get it from the resale documents. The Town's 0.25% fee is separate. See community transfer fees and the Town transfer fee.
The buyer must also give the POA written notice of the purchase within seven days of taking title, or the board can fine the owner (Amended Land Use Restrictions, Article VII).
What needs architectural review?
Almost any exterior work. The ARB's own FAQ says repainting or re-roofing in the same color needs a permit, and so does removing any tree 3 inches or more in diameter, even a dead one. Review fees run from $50 to $1,500 depending on the project. New homes need a refundable $3,000 compliance deposit, and major additions or pools need $1,000. Maximum height is 40 feet on full-size lots and 32 feet on patio lots. The ARB meets on the fourth Thursday of each month.
How we help
For any Hilton Head Plantation home you're considering, we request the POA's resale documents so you see the current Capital Improvement Fee and any sub-association dues before you sign. We also pull the parcel's flood zone and any elevation certificate on file.
Can you rent a home in Hilton Head Plantation?
Yes, but not short term. The POA's rules require leases of at least six months unless the board approves otherwise in writing, ban subleasing without approval, and require a signed copy of the lease or a rules acknowledgment at the POA office. Tenants with leases under nine months can't get photo ID cards, houseguest cards or vehicle decals, so they can't use the pools, Pine Island or the conservancies on their own. Tenants under six months don't get a PIN for guest passes.
That means the Town's short-term rental permit isn't a path to nightly or weekly rentals here. The Town's application asks for an HOA approval letter where one applies.
What are the beach and water access like?
The community's beach is Pine Island, on Port Royal Sound. It's for HHP property owners and authorized guests with photo ID or houseguest cards. The March 2026 rules ban alcohol, glass, fires, drones without permission, and overnight storage of boats or gear. Dogs must be leashed. The POA's own rules warn that the waters off Pine Island are shark breeding and feeding grounds and that there's no lifeguard.
For the Atlantic beaches, residents drive to the Town's beach parks. Town residents can get a free resident beach parking permit for two vehicles.
What flood zones are in Hilton Head Plantation?
Most homes are mapped in Zone X. We checked about 3,500 improved parcels in the plantation's main neighborhoods against the FEMA flood map the Town publishes (effective March 23, 2021). About 83% fell in Zone X, 9% in shaded X, and 8% in Zone AE, almost all with a 9-foot base flood elevation. A Zone X home isn't flood-proof, and lenders don't require flood insurance there, but it's often worth pricing. Check the exact parcel with the Town's lookup and read is Hilton Head in a flood zone.
What's for sale here?
Mostly single-family homes, on full-size and patio lots, plus villas and condos in a few regimes, and some vacant lots. Four golf courses sit inside the gates: Bear Creek, Dolphin Head, Oyster Reef, and the private Country Club of Hilton Head. Golf is run by the clubs, not the POA, so club costs are separate from the assessment. POA amenities include the Spring Lake pool and racquet club, the Dolphin Head Recreation Area and the Whooping Crane Conservancy.
Questions
How much is the Hilton Head Plantation transfer fee?
It's set by the POA board, up to a cap in the Amended Declaration. The cap began as 0.25% of the highest 2006 lot sale and grows by at least 4% a year. The buyer pays it within seven days of closing. The POA doesn't post the current dollar figure publicly, so ask for it in the resale documents.
Do I have to join a golf club to buy in Hilton Head Plantation?
Nothing in the POA documents we read requires it. The POA assessment covers POA amenities like the Spring Lake pool and Pine Island; the four golf courses are run by their own clubs with their own fees.
How do my guests get in?
You call or order a pass by name through GateAccess.net or the ABDI app using your PIN. Each household also gets two free houseguest cards a year that let visitors 13 and older use certain amenities without you.
