Short answer: Mid-island is the Town of Hilton Head Island's Mid-Island District: ungated land between the gated Port Royal, Palmetto Hall and Indigo Run communities, from Marshland and Broad Creek north to Beach City Road. It includes Hilton Head Island Airport, shopping centers along William Hilton Parkway and Mathews Drive, five historic Gullah neighborhoods and the Town-owned 103-acre Mid-Island Tract, planned as a public park. There's no gate or district-wide POA. Most residential land is zoned RM-4, and airport zones limit some uses and heights.
Key facts
- What it is: a Town planning district, not a subdivision. The Mid-Island District Plan was adopted November 1, 2022.
- Gate: none, and no district-wide POA. Individual subdivisions or regimes may have their own covenants and fees.
- Zoning: mostly RM-4. That allows 4 homes per acre, or 6 on lots of at least 3 acres and 8 on lots of at least 5 acres (Mid-Island District Plan, 2022).
- Airport: Hilton Head Island Airport is owned and operated by Beaufort County. FAA hazard zones and noise contours limit uses and heights nearby.
- Mid-Island Tract: 103 Town-owned acres on part of the former Planter's Row Golf Course, planned as a public park. It isn't built yet.
- Historic neighborhoods: Baygall, Big Hill, Grassland, Marshland and Mitchelville are inside the district (plan map).
- Flood zones: a mix. Much of the Mid-Island Tract is in the 0.2% annual chance (shaded X) area, and land near Coggin Creek and the ocean maps as AE (FEMA, Town plan).
- Distances by road from the Mid-Island Tract: about 1 mile to the airport, 5 miles to the bridge and 7 miles to Coligny Circle (our measurement).
Where is mid-island, exactly?
The Town's plan draws the Mid-Island District from Marshland Road and Broad Creek on the south, to Beach City Road and Baygall on the north, to Union Cemetery Road, Dillon Road and the Atlantic on the east (Town, Mid-Island District). William Hilton Parkway cuts through the middle. The gated Port Royal Plantation, Palmetto Hall and Indigo Run border it and have their own pages. This page covers the ungated land between them. The beach side, across the parkway, is covered on our Folly Field page.
What does no gate mean here?
You pay no gate fees, no POA assessment and no capital or transfer fee to a plantation association. The Town's 0.25% real estate transfer fee still applies. The Town's zoning and permits are the main rules, and they're stricter in some ways than people expect:
- Zoning varies by parcel. The plan's zoning map shows Community Commercial, Light Commercial, Light Industrial, Medical, Marshfront Mixed Use, Main Street, Mitchelville, Parks and Recreation, PD-1 and three residential districts (RM-4, RM-8, RM-12). A house can sit next to a warehouse or a shopping center. Look up the parcel on the Town's GIS before you assume a lot is buildable as a home.
- Density in practice. The plan reviewed recent residential projects in the district. They were built at 4.4 to 5.9 homes per acre, ranging from 18 single-family homes on 3.12 acres (RM-4) to 30 two-family units on 5.04 acres (RM-12).
- Possible rezonings. The Town's Land Management Ordinance is being rewritten. In March 2026, the LMO Task Force suggested changes to some residential districts elsewhere on the island, including rezoning the Jonesville Road area from RM-4 to RSF-3. Proposals like these go through the Gullah Geechee Land and Cultural Preservation Task Force, the Planning Commission and Town Council before they take effect.
How does the airport affect property?
Hilton Head Island Airport is in the district, and its safety zones can limit what you build or use nearby. The Town uses the airport's noise contours to guide development. In the Inner Runway Hazard area, all uses not related to the airport are prohibited. The outer hazard, approach and LDN 60 noise contour areas have prohibited uses and height limits. FAA hazard zones, lettered A (runway protection zone) through E (airport vicinity), add height guidance (Mid-Island District Plan). The Town's parcel viewer includes an Airport Overlay District layer, so check it for any parcel near the runway.
This has real consequences. In July 2026, Town Council approved moving St. James Baptist Church, founded in 1886, and the Cherry Hill School off Dillon Road, because they sit in the runway protection zone. The FAA treats churches and schools as incompatible uses there. They're moving to a 4.67-acre site on Union Cemetery Road in Grassland (Town announcement). Expect aircraft noise near the runway, and read the airport overlay rules before you buy.
What's happening with the Mid-Island Tract park?
The Town owns the 103-acre tract on part of the former Planter's Row Golf Course, and its adopted plan calls for a public park there. The plan describes spaces for play, ecological discovery, cultivated landscapes and cultural landmarks, linked by trails to the Town-owned Ashmore Tract to the south. The Town's district page lists "design and build a new park" as an implementation step but gives no construction schedule. Ask the Town's planning office (843-341-4693) for current status before you count on a park opening. The plan also maps 278 acres of Town-owned land, 60 acres held by the Hilton Head Land Trust and 38 acres of Town parks in the district.
What flood zones are mid-island?
Mid-island flood zones are mixed. The plan notes that Coggin Creek connects to the inlet, so much of the Mid-Island Tract falls within the 500-year (0.2% annual chance) flood area. In October 2026 we checked FEMA's National Flood Hazard Layer at a few geocoded addresses. A point near Union Cemetery Road and one on Mitchelville Road mapped as AE (base flood elevation 9 feet). Points near Mathews Drive and Gumtree Road mapped as X (minimal risk). Many lots here sit higher than the oceanfront, but not all of them do. Check the parcel on FEMA's map service center and ask for the elevation certificate.
What else should buyers know?
- Traffic. The plan found the signalized parkway intersections at Mathews Drive and Dillon Road operating at level of service C or better. The unsignalized Union Cemetery Road intersection was at E in the morning peak and F in the evening peak (2022 data).
- Sewer and water. Hilton Head Public Service District provides water and sewer to the north and mid-island. For a property not yet on sewer, the PSD estimates a gravity connection at $6,540 and a low-pressure connection at $12,040, both including a $3,040 capacity fee. The cost can be financed over 20 years on the county tax bill (Hilton Head PSD).
- Beach. The closest Town beach parks are across the parkway at Folly Field and Islanders. Fish Haul Beach Park on Port Royal Sound (124 Mitchelville Road) has 93 paid spaces.
- Rentals. A Town short-term rental permit is required for stays under 30 days ($150 per bedroom per year).
How we help
We'll send mid-island listings outside the gates and check each parcel's zoning, airport overlay and flood zone before you make an offer. If a parcel is in a historic Gullah neighborhood, we'll also point you to the Town's Historic Neighborhoods staff. Call (843) 986-1000.
Questions
When will the Mid-Island Tract park open?
The Town hasn't published an opening date. Its adopted 2022 plan calls for a park on the 103-acre tract, and the Town's planning office can give the current design and construction status.
Are there building limits near Hilton Head Island Airport?
Yes. FAA hazard zones and the airport's noise contours limit uses and heights near the runway, and in the inner runway hazard area only airport uses are allowed. Check the Airport Overlay District on the Town's parcel viewer for any lot you're considering.
Is mid-island Hilton Head gated?
The district itself isn't gated. Port Royal Plantation, Palmetto Hall and Indigo Run border it and have their own gates and associations, but the land between them is open to public roads.
