Short answer: Folly Field is the ungated oceanfront area along Folly Field Road, on Hilton Head Island's Atlantic side between William Hilton Parkway and the beach, mid-island and north of Palmetto Dunes. It has no gate or gate fees. The Town's Folly Field Beach Park and Islanders Beach Park both sit on Folly Field Road. A Town overlay zones the core streets for single-family homes, and villa and condo complexes stand on the Resort Development land around it. Town rules, including the short-term rental permit, apply directly.
Key facts
- Gate: none, and no gate fees or passes.
- Beach parks: Folly Field Beach Park is at 55 Starfish Drive (51 paid spaces, 3 accessible). Islanders Beach Park is at 92 Folly Field Road (25 paid spaces, 6 accessible, 127 resident-permit spaces) (Town of Hilton Head Island).
- Zoning: the Town's Folly Field Neighborhood character overlay covers about 31 acres, mostly zoned RSF-5 (single family). Resort Development (RD) land surrounds it (Town GIS, October 2026).
- Association: we found no mandatory neighborhood-wide POA. Villa and condo complexes have their own regimes and fees.
- Flood zones: VE at the oceanfront (base flood elevation 14 feet where we sampled), then AE (9 feet) for several hundred meters inland. Shaded X starts closer to William Hilton Parkway (FEMA, map effective March 23, 2021).
- Short-term rentals: a Town permit is required for stays under 30 days, at $150 per bedroom per year. Villa regimes may add rules.
- Distances by road: about 3 miles to the airport, 6 miles to the bridge and 7 miles to Coligny Circle (our measurement).
Where is Folly Field?
Folly Field sits mid-island on the ocean side, reached from William Hilton Parkway by Folly Field Road. Its side streets are named for sea life: Starfish Drive, Seahorse Way and Ghost Crab Way. Driessen Beach Park and the Chaplin area lie to the southwest, with Palmetto Dunes beyond them. The Town's small Holiday Homes overlay sits just west, toward the parkway. Across William Hilton Parkway is the Town's Mid-Island District, which includes the airport and the Town-owned Mid-Island Tract.
Who sets the rules in Folly Field?
The Town does, along with each complex's regime. In a gated plantation, a POA adds a second layer of rules, but Folly Field has no such POA. Here are the rules that matter:
- The Folly Field overlay. The Town's character overlay covers the single-family core, about 31 acres in the Town's GIS. Under it, the land is zoned RSF-5. Single-family lots inside the overlay buffers need a Town Natural Resource Permit before you remove trees (Town tree removal page, LMO 16-3-106). The Land Management Ordinance is being rewritten in 2026, so confirm the current overlay standards with the Town before you design a rebuild.
- Villa regimes. Many Folly Field properties are villas or condos in complexes on Resort Development land. Each regime sets its own monthly fees, reserve funding, rental rules and renovation approvals. Their budgets and minutes tell you more than the listing does, so read them before your due diligence period ends.
- Recorded covenants. Some single-family subdivisions may have deed restrictions. Your closing attorney's title search will show what's recorded for a specific lot.
How do the beach parks work?
Two Town beach parks sit on Folly Field Road, so beach access here is public and close by:
| Park | Address | Parking | Amenities listed by the Town |
|---|---|---|---|
| Folly Field Beach Park | 55 Starfish Drive | 51 paid, 3 accessible | Beach wheelchair, seasonal lifeguards, seasonal rentals |
| Islanders Beach Park | 92 Folly Field Road | 25 paid, 6 accessible, 6 bus or RV, 127 resident permit only | Pavilion, picnic pavilion, playground, beach wheelchair, seasonal lifeguards |
From March 1 to September 7, visitors pay $3 an hour on weekdays and $5 an hour on weekends, 7 a.m. to 5 p.m., by phone app. The 127 permit-only spaces at Islanders are the larger of the Town's two resident-only beach lots (Driessen has 27). Town residents get the free permit for up to two vehicles, but short-term rental properties aren't eligible (Town beach parking). That matters if you plan to rent: your guests will pay at the meter or walk.
The Town is also studying crossings here. In September 2026 it counted vehicles, speeds and pedestrians at five Folly Field Road crosswalks: Starfish Drive, Seahorse Way, Ghost Crab Way, Island Club Road and Islanders Beach Park. The goal is to decide whether to add rectangular rapid flashing beacons (Town news).
Can you rent a Folly Field property short term?
Yes, with a Town permit, and if the regime allows it. Every rental under 30 days needs a Town short-term rental permit ($150 per bedroom per year, May 1 to April 30) and a Town business license. The permit doesn't transfer, so as a buyer you apply in your own name. An LLC can't hold it. If the property is in an association that requires approval, the Town wants a letter from that association with the application. A single-family home must also show no more than six exterior parking spaces on a site plan (Town requirements). Lodging taxes on Hilton Head total 10%. See accommodations tax.
What flood zones are in Folly Field?
Most of Folly Field near the beach is in FEMA's high-risk zones. In October 2026 we sampled FEMA's National Flood Hazard Layer on a line from the ocean inland past Starfish Drive. Here's what we found:
- Zone VE on the beach and first row, with a base flood elevation of 14 feet. That was the highest we found in any of our ungated-neighborhood samples.
- Zone AE with a base flood elevation of 9 feet from roughly 100 meters seaward of Starfish Drive to about 200 meters inland of it.
- Shaded X (0.2% annual chance) from about 400 meters inland toward William Hilton Parkway.
In AE and VE, lenders require flood insurance on federally backed loans. Town rules for new or substantially improved homes call for the lowest floor at 3 feet above the base flood elevation or 13 feet above sea level, whichever is higher. In VE, the home must sit on pilings or columns, and the space below must be free of obstructions (Town, Build Responsibly). Check the exact parcel on FEMA's map service center and request the elevation certificate. For villas, ask the regime what flood policy it carries on the building.
What's for sale in Folly Field?
Expect more villas and condos than houses: Resort Development land surrounds a small single-family overlay. Single-family homes are on the overlay streets. We don't publish prices because they change monthly. Ask for recent sales of the exact complex. For a villa, the regime's reserve study and any special assessments matter as much as the price. Insurance on a building in VE can be one of the biggest costs of owning.

Questions
Is Folly Field a gated community?
No. Folly Field has no gate, and Folly Field Road leads to two public Town beach parks. Some individual villa complexes control their own parking lots and amenities.
Where do Folly Field residents park for the beach?
Town residents with a free beach parking permit can use the 127 permit-only spaces at Islanders Beach Park and park free in the metered lots. Short-term rental properties can't get the permit.
Is Folly Field in a flood zone?
Mostly yes near the beach. Our October 2026 samples of FEMA's map found VE on the oceanfront and AE for several hundred meters inland, with shaded X closer to William Hilton Parkway. Check each parcel on FEMA's map.
